Why so many tabulation breaks? It's not because we don't know how to tab, it's because the heat previous has to be tabulated before next round because there will be at least 1 surfer from the North and South beaches that will surf in the following heat. This is a way to mix up the surfers just in case 2 high seeds end up in the same 1st round heat - instead of them surfing together all the way to the finals, they'll be split up depending on their respective placement in the previous heat. Basically, it irons out any inadvertent seeding mistakes made by the contest director.
